Robert "Bob" Foley

Honoring the legacy of Robert J. Foley, a leader, educator, and advocate who helped shape 27 years of CAPS Collaborative history.

Serving as Executive Director from 1980 to 2007, Bob’s leadership, compassion, and unwavering dedication to students left a legacy that continues to inspire everything we do today.

A Life Devoted to Education and Service

Bob’s journey began right here in Central Massachusetts. A 1965 graduate of St. Bernard’s High School, he went on to serve his country in the U.S. Army, then earned both his Bachelor’s and Master’s degrees in Education from Fitchburg State University.

Before joining CAPS, Bob spent nearly a decade as a Special Education Teacher at Fitchburg High School and Montachusett Regional Vocational Technical School (Monty Tech). Those early years in the classroom shaped his belief that every student, no matter their background, ability, or challenge, deserves a chance to succeed.

Leading with Heart and Vision

When Bob became the Executive Director of CAPS Collaborative in 1980, the organization was still in its early stages. Through his leadership, CAPS began strengthening existing and new relationships with area districts, introduced new programs, and helped establish a reputation for inclusion and care. 

Guided by Bob’s vision, CAPS launched programs that continue to make a lasting impact today, including the Kelly Day Program (formerly the Rainbow Program), serving students with complex medical needs, and the Deaf and Hard of Hearing program.

The Foley Center for Education

To honor Bob’s incredible impact, CAPS has renamed its flagship Gateway program to The Foley Center for Education.

The Foley Center reflects Bob’s lifelong mission: to create a supportive environment where every student can learn, grow, and reach their full potential. His spirit continues to live on in every classroom, staff member, and student who benefits from the opportunities CAPS makes possible.
